Beijing, Feb. 6 (Xinhua) –1. At the invitation of the Chinese side, President Alberto Fernandez of the Argentine Republic attended the opening ceremony of the Beijing Winter Olympic Games and visited China from 4 to 6 February 2022.During the visit, the two heads of state held warm, friendly and fruitful meetings to exchange views on bilateral relations and issues of common interest.The two sides reviewed the achievements of bilateral relations since the establishment of diplomatic ties and spoke highly of the sustained and in-depth development of Bilateral relations.The two heads of state agreed to continuously enhance mutual trust, strengthen exchanges and cooperation and deepen china-Arab comprehensive strategic partnership under the framework of celebrating the 50th anniversary of the establishment of diplomatic ties.3. To celebrate the 50th anniversary of the establishment of diplomatic ties between China and Arab States, the two heads of state declared the opening of the 2022 Year of China-Arab Friendship and Cooperation.The two sides will hold a series of activities throughout the year to enhance mutual understanding and friendship between the two peoples and deepen exchanges and cooperation at the sub-national level.The two sides reaffirmed their commitment to continue to firmly support each other on issues concerning each other’s sovereign interests.The Albanian side reiterated its adherence to the One-China principle and China reiterated its support for the Albanian side’s demand for full exercise of sovereignty over the Malvinas Islands issue and for the early resumption of negotiations for a peaceful settlement of the dispute in accordance with relevant UN resolutions.5. President Fernandez once again thanked President Xi Jinping for inviting him to attend and address the CPC Summit with Leaders of World Political Parties as president of the Justice Party.6. The two heads of state spoke highly of the cooperation in healthcare under the framework of the joint fight against COVID-19, which has deepened bilateral relations.7. During the visit, the two sides signed the Memorandum of Understanding between the Government of the People’s Republic of China and the Government of the Republic of Argentina on Jointly Advancing the Silk Road Economic Belt and the 21st Century Maritime Silk Road to jointly formulate a framework for sustainable development and inclusive economic cooperation.To further promote actions and projects that will deepen, innovate and diversify our economic relations and enhance regional connectivity.8. The two sides studied bilateral trade cooperation and agreed to continue to expand trade, promote financial support for Chinese export settlement to Argentina and actively encourage trade diversification.The two sides reaffirmed their commitment to expedite the completion of negotiations on the existing inspection and quarantine Agreement and promote the convening of technical meetings aimed at achieving this goal.The two sides stressed the importance of strengthening institutional consultations to promote trade opportunities that benefit both countries.In the context of COVID-19, the two sides will use video consultations when necessary to reach results and facilitate unimpeded trade.9. The two sides agreed to actively promote bilateral investment, expand economic complementarity and seek new economic opportunities in accordance with their respective interests and national laws.The two sides agreed to promote investment cooperation in green and sustainable development and digital economy.10. The two sides expressed satisfaction with the recently held fifth China-Arab Strategic Dialogue on Economic Cooperation and Coordination.The meeting outlined the framework of major infrastructure investment projects in Argentina, discussed the possibility of expanding local participation in infrastructure investment projects, and identified priority areas for investment cooperation in order to expand Argentina’s exports, the sustainability of the country’s external development, productivity development and job creation.11. The two sides signed a strategic Action Plan on agricultural cooperation (2022-2027), identifying priority areas for dialogue, action and innovative cooperation mechanisms, and recognizing the importance of strengthening strategic ties in terms of trade growth and diversification, investment and cooperation projects in the agro-biological industry.12. The two sides stressed the important role of scientific and technological cooperation in realizing the model of inclusive and integrated development of productivity and society, congratulated the two sides on the signing of relevant cooperation agreements, and stressed that the China-Arab 40-meter Radio Telescope, one of the largest radio telescopes in Latin America, will soon be completed and put into operation.The two sides stressed the important role of science and technology in the rapid response to COVID-19 and pledged to continue to promote bilateral cooperation and mutual learning in this strategically important area.13. The two sides commended the strategic cooperation in the peaceful uses of nuclear energy, reaffirmed the relevant intergovernmental cooperation agreements signed in this field, and encouraged the development of new projects in the fields of nuclear medicine, radioisotopes and other nuclear technologies.The two sides highly appreciated the sound cooperation in space between the two countries and reaffirmed their willingness to continue to strengthen cooperation under the framework of the outline of China-Arab Space cooperation in 2021-2025.14. The two sides also signed cooperation documents on green development, digital economy, aerospace, Beidou Navigation, scientific and technological innovation, education and university cooperation, agriculture, earth sciences, public media and nuclear medicine.To promote mutual understanding and friendly exchanges, the two sides will continue to promote exchanges and cooperation in defense, culture, education, tourism and sports, including peacekeeping and military scholarship.15. The two sides stressed the work of establishing the Sub-Committee on Ocean, Antarctic and Conservation under the framework of the China-Arab Intergovernmental Standing Committee, which reflects their cooperation in the field of ocean and Marine resources conservation and Antarctic.16. Afghanistan proposes to set up a consulate General in Chengdu, Sichuan Province of China, with the territory of the Consulate General covering sichuan, Guizhou, Shaanxi and Yunnan provinces and Chongqing Municipality.The establishment of more consular offices in China reflects Alphonse’s desire to deepen bilateral cooperation and strengthen sub-national exchanges.China welcomes this.17. The two sides agreed to continue close communication and coordination in international affairs and safeguard the overall interests of the two countries and developing countries.Both sides agreed that the continuing spread of COVID-19 poses a serious challenge to the global implementation of the 2030 Agenda for Sustainable Development.To this end, Afghanistan supports China’s global development initiative.The two sides stressed the importance of implementing the 2030 Agenda for Sustainable Development amid the pandemic.18. China firmly supports Afghanistan’s efforts to maintain its economic and financial stability.The two sides stressed that the currency swap agreement between the People’s Bank of China and the Central Bank of Argentina, which was renewed in 2020, has played an important role in maintaining Argentina’s financial stability.The two sides will continue to closely cooperate on currency swap, encourage more local currency settlement in trade and investment, and facilitate the reduction of exchange costs and exchange rate risks for enterprises of the two countries.The two sides will also create a favorable policy environment for local currency settlement and support a greater role for the RMB clearing bank in Afghanistan.China is ready to discuss with Afghanistan and other parties ways to borrow and expand the use of Special Drawing Rights so as to boost economic development, maintain financial stability and promote bilateral trade.19. Both sides agreed on the importance of the G20 as the premier forum for international economic cooperation.The two sides agreed to continue to strengthen coordination in areas of common interest, such as health, finance and trade, and actively cooperate with Indonesia, the current G20 chair, to deepen the development perspective of the G20 agenda.The two sides stressed to strengthen communication on key issues through the G20 financial channel, promote sustainable and balanced economic recovery in the face of COVID-19, and strengthen coordination to end the epidemic as soon as possible.The two sides stressed the importance of strengthening communication on the imf’s new round of Special Drawing Rights (SDR) program and other issues to improve the functioning of the international financial architecture, and supported the IMF’s review of its surcharge policy.Both sides agreed on the importance of a strong global financial safety net and equitable allocation of IMF quotas.20.
